The Prime Minister and Minister of Finance stated in Parliament recently that the removal of the means-testing of the State Age Pension, after being announced in the Budget Speech, implied higher expenditure of about Rs6.2 bn for the fiscal year 2026-27, representing 0.7% of GDP. The budget deficit, including higher pension spending, and exclusive of the uncertain receipt of Chagos rental income of Rs10.6 bn, would thus stand at around Rs48 bn, or 5.7% of GDP, compared to a deficit of Rs41 bn, or 5.4% of GDP in 2025-26.

(As I had pointed out in my article published in L’express of the 24th June, I do not believe that attempts to revive the dying low-tax liberal economy model by such measures as means test or targeting of pensions will help in reforming an unjust, unequal, unfair system - it's only a kind of compromise that satisfies the ultimate beneficiaries of the present economic system-the low tax liberal model)

Let us go along with those who are arguing that there were no other option than to implement the Pension Reform ?- the very ones who were “tap la tab” in the National Assembly when the calamitous reform measures were being announced.

While other members of the Govt are unhappy about the pension reform , Ashok Subron. the Minister for Social Integration, Social Security and National Solidarity, is welcoming the pension reform announced in the 2026–2027 Budget, stating that it is in line with the principles of solidarity and social justice. They had overestimated the tax receipts for FY 25-26 by some Rs 10 bn .

We think that the tax receipts estimated to be around Rs 198 bn for FY 26-27, an increase of some Rs 20 bn, is also an overestimate .

If we take into consideration this overestimate , this may lead us to conclude that despite the contested ,unpopular and revolting pension reform , the consolidated budget deficit will remain more or less around 5.7% of GDP in FY 26-27.
