Levelling up" : From slogan to strategy !

The recent party conference of UK’s Conservative Party in Manchester fleshed out its new signature policy, “levelling up ” , meaning closing the gap. Neil O’Brien , the new minister for levelling up has promised a white paper that will give a clearer definition of levelling up and also provide the measures to measure it .
It will interesting on our part to follow up how “levelling up “ is developed by the Conservatives in policy terms.
Why ?
Because their focus, in policy terms is very relevant to our context , especially about
• How to change our economic model which is highly dependent on foreign labour and where wages, skills and productivity are low ?
• How to make levelling work with more radical devolution- like extending devolution to communities, ..?
• How to strengthen people power to make decisions about their communities in meaningful bespoke ways to improve their lives.
The Conservatives, who have a long record of failing to meet their promises, seem determined this time to “put their shoulders to the task”.
Any developments in the different aspects of “levelling up” will help us to re-examine the alternatives to our traditional authoritarian and top-down approaches and our difficulties in increasing productivity as in Britain’s service economy.
