Why were we caught unprepared ? Why were we caught napping despite the National Disaster Risk Reduction and Management Centre (NDRRMC) and at its lot of sub-committees, despite all the money voted in the budget , despite all the drains earmarked in the budget , despite all the proposed strategies, despite…. ?
-telling us more about the irresponsibility and the “incompétence institutionelle" of this government- a govt that failed in preparing the country for all these risks..
The responsibility for what we have gone through is "first and foremost" this government.
It is a national catastrophe inflicted on us because of the failure of this regime. For 7 years , it was just blah -blah…..
